COVID-19 Vaccination Plan For India Up To 2025

Years after the end of the COVID-19 immunization drive in India in 2025, the nation has once again witnessed a phase of vaccination with the launch of a booster drive quoted at a lowdown. Following its unprecedented rollout of an initial vaccine, the country is now pivoting with the changing landscape of the virus and new variants. Maharashtra ranked first followed by Uttar Pradesh with this innovation followed by Rajasthan!!! Indian Ministry of Health and family welfare MoHFW launched “Covid Suraksha 3.0″ in April 2025 an integrated overall initiative in three phases for boosting immunity” in the most vulnerable population.

Who will the vaccine be aimed at in 2025?

It specifically targets populations that are at the highest level of risk for a second time. That includes health care and front line workers, senior citizens 60 years and older and those with comorbidities like diabetes, cancer, organ transplant. Voluntary booster doses are also available for children in the 5–11 years age group at high risk due to underlying medical conditions. This highly selective approach means that the at-risk groups who are known to experience the most severe consequences of COVID-19 can be given proper defence against the virus quickly.

Phase-Wise Vaccination Rollout

The campaign will be carried out in three phases, starting with urban and semi-urban landscapes, and then rural landscapes.

Phase 1 (Apr 2025–Jun 2025): In this phase;only Tier 1 cities such as Delhi, Mumbai, Bengaluru, Hyderabad and Chennai were included. In the meantime, Omicron sub-variant-specific versions of Covovax and CorBEvax were given. It was aimed at bringing down transmission quickly in areas of dense population and high case numbers which is why the vaccine was distributed first to a few catchment states.

Phase 2: (During July To September)People 45 years or older were also given booster doses on a voluntary basis. CoWIN 2.0 portal remained the digital backbone for booking appointments, but on-site registrations were also scaled up to enhance accessibility.

Phase 3 (Oct 2025–Dec 2025) will focus on rural outreach in India. In some of the most difficult to access areas, the gap will be filled with mobile vaccination vans, local health camps, and community-based distribution channels. At this stage, COVID-19 boosters will also be included in seasonal flu vaccination campaigns, and will further push for co-administration for public good.

Categories of Vaccines Found in India

In 2025, India also needs to ensure diversification in its COVID-19 vaccine portfolio across platforms, while catering to the needs of different population segments and their health profiles. Covaxin, which is a traditional inactivated virus vaccine developed by Bharat Biotech, had actually been prepared by the experts and updated to current Omicron sub-lineages. Covovax is a recombinant protein-based vaccine manufactured by the Serum Institute of India and is no longer being primarily used as a booster dose

India has also launched its first elucidate RNA vaccine GEMCOVAC by the Gennova Biopharmaceuticals which has also shown strong immunogenicity against circulating variants. Apart from this, Bharat Biotech’s intranasal vaccine iNCOVACC has also been made available in some states.
